Turn off Tamper Protection in Virus & Threat Protection Settings, then try again. Also go into the Task Scheduler and disable it there as well.
Services keeps become manual/automatic

Hi. Those services BITS, Update Orchestrator Service, WIndows Update and Windows Update Medic Service keeps re-enable themselves after like 1 week when i disable them

Not sure why you want to block Windows Updates. Microsoft Store depends on Windows Update to install/update apps, and Microsoft Defender Antivirus updates its definitions via WU. There are third-party tools like StopUpdates10 that aggressively block WU, but turning off WU is not recommended.
