Windows 10 “why did my pc restart” loop

Alright so let me tell you the story. I’ve been getting so much blue screens thst I wanted to reset my computer and windows. So I did that and did cloud download or some sort and did clean drive. I wait for it to finish and it says hi there (image will be down there) and some basic questions then I press next. It says why did my pc restart . I asked this question before in community post and someone told me to go to advanced repair options and reset it again. I did that and it brings me again to this page. And it loops so I can’t open windows , open chrome any of that just stuck on these two whenever I start my pc. I have a usb drive and a spare computer if anyone can give me a step guide on how to do it it would be nice.(without pressing 100 links and learning how to do this or that, just a simple windows installation tutorial on a usb drive THAT CAN BE OPENED( I can’t open file explorer or nothing so idk how a usb can help when I’m stuck here unless I’m in automatic repair recovery mode )

    I understand that you would like to reset your computer.

    I recommend that you do the Reset from the Windows installation USB, follow the procedure below exactly, this should finish correctly to reconfigure it and resume access.

    Step 1

    Create installation media on this computer or other if necessary.

    Configure in your computer's BIOS to start via the USB installation.

    1. Boot with the Pen Drive;
    2. When the installation window appears, click Repair your computer;
    3. Click Troubleshooting;
    4. Advanced options;

    Yes I have been doing this and I am now still getting blue screens. I cannot get through 10 minutes without getting at least three blue screens can you help me fix blue screen errors?

    IRQL not less or equal

    System service exception

    Wdfilter.sys

    These are some of them I’ve been getting my computer specs are

    GeForce rtx 3060

    Intel 11th gen core i5-11400f @2.6gz

    Let me know if this problem happened even though you booted from the Windows installation USB to perform the Reset?

    Using the USB to carry out this process is different from using the Recovery Environment of Windows itself, because this way the files are recreated and corrected.
