Thank you for letting us know - Must be the case that the Bluetooth driver was not loaded.

It turns out all I needed was a mouse. I hadn't connected one up until now since I had to look for a USB mouse. Mine was Bluetooth and wasn't able to connect. Problem solved.

    Hi Travis,

I'm Sumit, here to answer your query at the Microsoft Community.

Please try this workaround during the OOBE phase.

Please press Fn+Shift+F10 or Shift+F10, whatever succeeds in opening the Command Prompt.

Type Taskmgr.exe to open the Task Manager.

On the Processes Tab, can you right-click the OOBE Process and select Restart?

I am looking forward to hearing back from you.
