Try disabling the proxy and resetting the firewall using the following commands:
- netsh advfirewall export "c:\backup_firewall_policies.wfw"
- netsh advfirewall reset
- netsh winhttp reset proxy
- bitsadmin /util /setieproxy localsystem NO_PROXY RESET
