I have had similar issues lately with a Dell XPS 8940 and Dell monitor. I setup Power sleep settings as the Power troubleshooter recommends but PC never sleeps or does monitor. I suspect something running in background preventing sleep but what is the questions?? I can manually sleep PC and it works fine.
Issues with Sleep mode
I have had constant issues with sleep mode on my New HP Envy Desktop that came with Windows 11 preloaded. Sleep mode starts just fine, but after about 10 minutes, I get a message from my monitor that there is no video input (The monitor is an HP 27") When I move the mouse, the desktop icons are either missing or not where they belong. Programs won't load and I have to do the three finger salute and go to restart. This can be very annoying and sometimes results in data loss. Does anyone have any ideas?

- To change how recommended troubleshooting is run on your device, go to Start > Settings > System > Troubleshoot > Other troubleshooters> Power> Hit Run> Follow instructions.
- Open PowerShell with administrator rights.
In the PowerShell window, type the following command and press
Enter:
powercfg -restoredefaultschemes
The above command will reset default power schemes.
Close PowerShell and check for any improvements.
