MS Store & Xbox app automatic update setting turned off but still updating on its own

I have update apps automatically turned off within the Microsoft Store settings. I also have automatic updates turned off within the Xbox app. However, it never fails that a game is updating when I wake my PC up, and my point to point wireless download cap of 25 MB is completely taken over and I start to get angry at my internet provider for a few minutes instead of who is actually to blame.

Tell me what I need to do to stop this please. It is infuriating.

    Thank you responding, and I appreciate you offering to help out. It is ethernet, but I could connect it wirelessly. I have limited the bandwidth for updates, and know how to put it on a metered network.

    My issue is just the fact that the settings don't mean anything. I don't know if that is how it is intended to work (?), a glitch on my end, or if there is a hidden setting within Windows 11 I don't know about that I need to check.

    My ISP have finally got fiber trenched to my house to be hooked up on Tuesday so this won't be an issue for that much longer. I'm not going to waste anymore time with it if there's no real fix. I just can't imagine that I'm the only unlucky person out there to have dealt with this issue.

    What adds to the confusion about what is tanking my internet is that the Xbox app isn't opened. I have it pinned to the taskbar. I also have the app set to not automatically launch at startup and to actually close when I tell it to. It opens on its own and starts downloading updates that I purposely tell it not to. If somebody at Microsoft has programmed this to work this way, kudos, your evil plan is going according to plan.

    I understand the frustration. Is it a Ethernet or WiFi connection?

    If WiFi we will be able to set it as metered.
