    Do you mean you want to convert an image to a JPG image?

    Right click that image and select Open With - Paint

    In Paint, resize the image to your preferred size

    Then click File - Save As and select JPG file type and save a copy of that image.

    If that process is not successful.

    Right click the high definition image and select Properties, please provide a screenshot of the resulting dialog
