PayPal is an accepted form of payment for Germany region for Microsoft store.

Are you trying to buy a game/app or a subscription?

I'm living in Germany. PayPal ist commonly used hier everywhere. To my PayPal account my bank account is attached. Usually when I buy anything through PayPal, my PayPal account will take the money from my bank and use it for the payment. It works for most online shops, e.g. Amazon.

It's weird, if it doesn't work for Microsoft Store.

Not all payment methods are supported for all regions so confirm is PayPal is supported for your region. If it is ensure you have enough currency or a payment method attached to your PayPal account which includes taxes for the payment to.
