exception processing message 0xc0000005 - unexpected parameters

when i right click on the taskbar and click on taskbar settings, it shows this error:

when i go into personalization settings and try to go to taskbar settings through there, settings just crashes.

i followed this guide: How to Fix the Error Code 0xc0000005 on Windows PC (makeuseof.com)
and disabled DEP. The problem now occurs less frequently but it's still there

    When was the last time it worked properly?

    What is your current Windows operating system and version? Press Windows key+R to open Run then type: winver

    Please try the following methods below.

    **Restart Windows Explorer

    Press Ctrl + Shift + Esc to open Task Manager.

    Select the Processes tab.

    Scroll down and select Windows Explorer, Right click then select Restart.

    **Please try to run SFC and DISM to check for any system errors and corrupted files.

    After that, restart your computer

    **Reset the Settings app

    Press Start then right click Settings(Gear icon)

    Select More > App settings

    Click Terminate then select Reset

    Restart your computer

    **Re-register Settings app and built-in apps via PowerShell

    Windows key+X then select Windows PowerShell (Admin)

    Copy and paste the commands below one at a time then press Enter. Please ignore the red errors and let the process complete.

    Get-AppXPackage -AllUsers -Name windows.immersivecontrolpanel | Foreach {Add-AppxPackage -DisableDevelopmentMode -Register “$($_.InstallLocation)\AppXManifest.xml” -Verbose}

    Get-AppXPackage | Foreach {Add-AppxPackage -DisableDevelopmentMode -Register "$($_.InstallLocation)\AppXManifest.xml"}

    Restart your computer
