Cannot create GPOs in fresh server 2019 install

I have installed Server 2019 (evaluation version of standard edition) in a virtualized environment and promoted the machine to a DC. It's a plain vanilla installation with minimal roles. However, I cannot edit or create Group Policy Objects. Any attempt to do so with the editor gives an error message: "Network path was not found". The SYSVOL folder exists and appears to have the correct structure. Obviously, it's important to be able to create GPOs. How can I fix this and why is it broken "out of the box"?
