No Scan Server

I am trying to configure local scan server but it silently fails with no error.
Distributed Scan Server Service (DSSS) is running.

My steps:

  1. configure local scan server
  2. choose dedicated domain account
  3. set temporary folder and folder size limit per user
  4. specify mail server
  5. choose existing SSL certficate (it is self-signed - it was generated by Windows first time I had tried to configure local scan server)
  6. set Do not require user authentication...
  7. Finish then it prompts for restarting DSSS - I choose Yes

After these steps I should see local scan server under Scan Management -> Scan Servers but it's empty.
Restarting whole server does not help.

I also take a look at Event Viewer and found nothing related to possible failure.

Windows Server 2016 with latest updates.
