Not sure which update you're trying to uninstall. If you can't remove an update, download the Windows 10 22H2 ISO using Rufus or Media Creation Tool, disable your internet connection, and do a repair installation using the ISO.

    To start the repair installation:

    • Double-click the ISO to mount it to a drive letter.
    • Run Setup.exe.

Disabling the internet during setup stops the setup process from dynamically applying the latest quality update. After the setup completes, your OS Build number will be 19045.2006. You can then manually install the chosen quality update by downloading the offline installer from the Microsoft Update Catalog. See Windows 10 update history - Microsoft Support.
