So I recently got this new problem when I am not able to open Start, Menu and Task Manager. And if I tried to use the Run command to open settings (which would be ms-settings:), it would say File system error -2018374635.
I tried watching YouTube tutorials but in order to fix some of the problems I need to either open Settings or Task Manager which I am not able to open. I even tried to open my pictures and videos but again it would say File system error -2018374635
I am not able to provide a screenshot since I am not able to use the Search Bar.
To me, I think my Task Bar is completely destroyed because if I right click on it and open its settings, it wouldn't do anything and not able to open Start.
I even had an app like Skype would say it has some Javascript error when I open it and I am not able to change my PC's volume (But I am assuming it relates to this Microsoft problem).
I then went on to this Microsoft site and found one user who had the same issue as me but for the File system error -2018374635 error only. I followed the steps which includes me doing the Powershell stuff, but still didn't work.
Does anyone know how to fix this?

Thanks for giving me more steps.
So unfortunately the steps did not work.
When creating a new local account it just changed the name of the account I was already using.
And for the Windows Recovery Environment, the steps did not work as well.
So as I logged back in to inform you, the same System Restore error popped up and said "System Restore did not complete successfully."
But it did provide an option saying "Run System Restore" But I wasn't very affirmative if it was necessary to click it.
I am terribly sorry for having you going through my trouble it's just that things won't work.

If the issue persists, please try the additional methods below.
Please try to return to the login screen
While holding the Left Shift key, click the Power icon > Restart
This will bring you to Windows Recovery Environment
Select Troubleshoot > Advanced Options > Uninstall Updates
Uninstall latest quality update
If this doesn't work, Select Troubleshoot > Advanced Options > System Restore
Select the restore point at an earlier date where everything is still working.
Click Next then Finish

I am actually surprised because the user who had the same error has me you also replied to him!
Okay so the last time my PC worked was 2 days ago, and I think I, myself caused this problem because I was following a YouTube tutorial for something and I pressed Windows Key + Ctrl + Shift + B.
I'd like to say thank you for replying to my concern! Although I have two concerns:
For creating a new local account part, does it use my email or it is just the username and password only? Does it require an email later on?
I also have 2 spare accounts (one of them is a temporary profile) and they also don't work to open the Menu and that. So I am a bit confused IF creating a new account would work as you know my spare accounts won't work.

When was the last time it worked properly? Have you made any changes recently?
Please try creating a new local administrator account then check if the issue persists.
Press Windows key+R to open Run then type: cmd
Press CTRL+SHIFT+ENTER to Run as administrator
At the command prompt, type the following command, and then press ENTER:
net user USER_NAME PASSWORD /add
In the above command make sure to change USER_NAME and PASSWORD with the credentials you want to use for the new user account.
For example: net user John 1234 /add
After that, please type the following command to add the newly created account to the Administrators group and press Enter:
net localgroup administrators USER_ACCOUNT /add
For example: net localgroup administrators John /add
Sign-out then login to the new administrator account.
