Personalize context menu item not working

Hello. This weird thing has been happening where if I right-click on the desktop and select "Personalize", I get this error:

It appears some program has overwritten the action for the context item, and I can't figure out how to change it back. Not even scouring the Internet for registry hacks worked.

How do I change the action of the Personalize item, be it registry or some program? I need help.

    Hi Mr. Pickle,

    "ms-settings:personalization" doesn't open. Reinstalling Settings using admin PowerShell fixes the issue. See Reset and Reinstall the Settings App when it Fails to Open

    Get-AppXPackage windows.immersivecontrolpanel -AllUsers | Foreach {Add-AppxPackage -DisableDevelopmentMode -Register "$($_.InstallLocation)\AppXManifest.xml" -Verbose}
