Version 1709 is around 5 years old. You will not be able to upgrade this version to a newer version as the upgrade will always fail. It's a long path from version 1709 to 22H2. There have been many updates.
You will need to do a clean install of the latest version of Windows using an installation media.
If you don't have one, create one using the Media Creation Tool. Access the link below and click on "Download tool now".

Run the tool, select "Create installation media for another computer", and follow the on-screen instructions.
You can create the installation media on an empty USB flash drive with at least 8GB.
Make a copy of your files to an external storage device or a cloud storage service. A clean install will remove all data stored on the system drive.
Then clean install as instructed under "Use the installation media to perform a clean install" in the article below.
