Driver Verifier Boot Loop

I'm running Windows 10. I was having occasional issues with dwm crashing, so I turned on Driver Validation. Now I get a blue screen during boot for "DRIVER VERIFIER DETECTED VIOLATION". I can't reach safe mode to disable the verifier. It has looped more than 3 times without offering Repair. I booted off a USB Windows 10 install ISO and tried Repair/Startup Repair and it says "Cannot repair". There is no safe mode option here.

Please advise.

    I was able to solve it by loading the SYSTEM registry hive in RegEdit from the Repair Command Line and renaming the following registry keys to prevent Driver Verifier from running:

    HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Session Manager\Memory Management\VerifyDrivers 

    and

     HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Session Manager\Memory Management\VerifyDriverLevel
