Buying someone's computer
I bought a pc from someone and their name still pops up when I log in. Do I need to purchase a new license or can I transfer it to me? And If I do purchase a new key will I lose all my data?

I understand the issue you have, there is nothing to worry I am here to help since your PC is newly purchased from another person, and if you do not have any personal files on that PC, I suggest doing a reset and removing everything, by that you can set up your name and Microsoft Account, it is likely a brand new device if you are okay with that, kindly follow the steps below:
Go to Settings > Update & Security > Recovery
Under Reset this PC > Select get started > Select Remove Everything> Select Local Reinstall or Cloud Download and follow the prompt to do a reset.
