I can no longer start the cmd and powershell as administrator, even by right-clicking to start it as administrator. I tried to do a disk scan and nothing changed, I tried to contact the assistance and I also did the repair-update and also this time nothing changed. Thank you in advance

Hello! My name is Cristiano. I'm an Independent Advisor. I'm glad to help you.

It's good that you tried running a disk scan and contacting support, but it sounds like those didn't work. Have you tried any other troubleshooting steps yet? One thing you could try is running the System File Checker tool, which can help fix any corrupted system files that may be causing the issue.

To run the System File Checker tool, open cmd as an administrator (if you can) and then type "sfc /scannow" without the quotes and hit enter. This will scan your system for any corrupted files and attempt to repair them.

If that doesn't work, you could also try running the DISM tool, which can help repair any issues with your Windows system image. To do this, open cmd as an administrator and then type "DISM /Online /Cleanup-Image /RestoreHealth" without the quotes and hit enter.

Hopefully one of these steps will help you. Good luck!
