I have a Bamboo ink 2ng generation, and I cannot pair it with my Windows 11 in my HP Envy x360, I have contacted sutmer support from Bamboo pen and they clained the pen is compatible with windows 10 but not 11, is this true?

This is a third party product, whether it is compatible with Windows 11 is determined by the Bamboo pen's manufacturer. In this case, you have already confirmed with them. I did check on Wacom's website and it definitely didn't mention Windows 11, so that can be true.
