Tool for identification and extraction of sentences in a text

Hello!

This is the first time I ask something here, if you think this is not the best place to ask this question, please tell me!

I have a database with 800 manually searched phrases.

Is there a cognitive services tool or in Azure in general that allows me to create a model and train it with those 800 phrases to input a text document and have it identify and separate similar phrases for me?

I have been looking but can't seem to find a service that allows me to do this.
