Fortunately I already solved the problem.
The answer is really simple, one just need to set the permission on the exe file for "Everyone" to allow "Read & Execute" (it was "Read" only initially)

I have a FreeNAS server. In windows 10 I've mapped a few drives to shares on it. Everything works ok except I cannot install software from it (I have a folder containing all the software that I use and I want to install it on my Windows 10 boxes without making local copies, which works) . When I try to do so (double click) it says "We can't verify who created this file" and then "You do not have permission to access \192.168.0.100\path to executable"

Great, like say because it’s a Linux based system the permissions are handled differently to a standard Windows server, where it would likely just work normally.

Yes unfortunately because this is a Linux based network device it handles permissions slightly different, so you will get this issue with some installation packages.
The only real work around is to first copy locally then run the installer.
