Query on different subscription plans of Microsoft Azure web service

Hi,

My organization is planning to use Azure web service to commissioned VMs and they want to know what are the subscription plans that Microsoft offer for azure.

Is there any plan available where user can create VMs and Microsoft will charge on the VMs that we will use and if we delete or decommissioned some of the VMs, we wont get charged on those deleted VMs but on the rest of the remaining VMs ?
