    Welcome to Microsoft community.

     This error may be caused by Windows Installer not starting or third-party system software corruption.

    You can solve the problem by following the methods.

    Method 1:

    1. Press Win+S.
    2. Type services.msc.
    3. Find Windows Installer，restart it.
    4. restart PC

    Method 2:

    Download a different copy of the installer or download it to a different location.

    Download Visual Studio Tools - Install Free for Windows, Mac, Linux (microsoft.com)
