Print Issues for Domain Users

Just a little insight, I have a new environment (all WS2019, two domain controllers, file server, sql server and more), all of that is doing as expected with no issues...

Problems...

We joined computers to the new domain over the weekend. Since we joined the new domain, we started seeing print speeds majorly declined to networked printers which were fine before the migration (old environment was WS2008R2 servers). Printers are local to the machines using TCPIP with printers configured as statics.

Basically, we are running an app that resides on a server and when users print from it, domain users are seeing a major delay in printing. If I as a domain admin login to windows and run the same app with their credentials from any of those machines, it prints instantly. Why would windows slow down print jobs to a network printer for domain users only? There is nothing in the xxxx\spool\printer folder, drivers were removed and reinstalled, I've disabled the firewall to eliminate that, checked the rights of the file share which contains the app and domain users have full access to that folder and the app runs everywhere as it should, only a printing issue :(. Also, if I create a simple text file and print to one of those printers, with their accounts, its fine. Only prints coming from over the network. The vendor is also scratching their heads on this one.
