Microsoft Visual C++ File component is completely missing

I am currently have a runtime error in which whenever I attempt to open a gaming software, I am meet with a Microsoft Visual C++ X86 Minimum Runtime -14.28.29334 error. It states that my pathway is not functional and when I attempt to click "OK" to find another path it tells me there is a problem with my Package Cache (8F271F6C-6E7B-3D0A-951B-6E7B694D78D)v 14.13.26020 on the vcRuntimeMinimum_x86\vc_runtimeMinimum_x86.msi. It turns out that this file is completely missing from my computer and after contacting support we discovered that I am unable to download anything from anywhere correlating to this file simply because it is gone. Any help would be greatly appreciated.

    Hello,

    After downloading both given packs and resetting between downloads and after the last download I still am dealing with the problem. Here is an image of the specific problem that appears on my screen. The microsoft support individual sent me to a C++ page that also makes me download the most recent versions of this file and like previously mentioned this exact error appears when attempting to download the supposed updated files themselves.
