Setting up new server. Created the permissions on a drive as follows:
Owner Administrators
Creator Owner Full control Subfolders and Files only
System Full control This folder, subfolders and files
Domain users list folder contents This folder and subfolders
Administrators Full Controls This folder, subfolders and files.

Set up folder A

Owner Administrators
Creator Owner Full control Subfolders and Files only
System Full control This folder, subfolders and files
Domain users list folder contents This folder and subfolders
Administrators Full Controls This folder, subfolders and files.

Even with admin right if I try to copy a file I get You need permission to perform this action

If I try instead of Domain users to use a group with full rights I get the You need permission to perform this action.

    "When setting up file shares two kinds of permission apply, Share Permissions and NTFS Permissions. It sounds like your NTFS permissions are well set with the AD group you created (FiberFin Users), so, I would take a look at the Share Permissions. Also take note that if the same account is referenced in security twice, the more restrictive one will win."

    Relooking at Share find that the Share permissions were not set

    The article seems to be more for Windows 10 than for Windows Server 2019.

    1. Check Your Windows User Account Type
      Not in the steps given but did verify I am administrator
    2. Take Full Control of the File of Folder
      I believe Administrators should be owner
    3. Add Yourself to the Administrators Group
      Already done in step 1
    4. Boot into Safe Mode
      This does not help because one still has to go back to normal mode
    5. Run SFC and Chkdsk.
      Think the problem is more permissions issue.

    It appears you may need to enable administrator with your program.
    I currently do not know how to do this but there may be a link.
    It also may be that Microsoft will not let you do this because It thinks that it may be a threat...

    Ran the following commands:
    DISM /online /cleanup-image /restorehealth
    sfc /scannow
    chkdsk /r

    Booted into save mode.
    In file explorer, DC3 does not show under network. If \DC3 is used File Explorer can find but can not access.
    Get message can not access \DC3\
    Select diagnose
    Windows can't communicate with the device or resource (DC3) Detected

    It is available but is not responding to connection attempts. A firewall or network security policy on the remote computer might be blocking the connection on port "file and print sharing resource".
    Check that file and print sharing as well as Network Discovery is on.

    1. Do not have third-party antivirus
    2. Do not see a place to run a scan
    3. Safe Mode made things worst
    4. This is how I open this case. The problem is the administrators account is not doing me any good.

    DC1 and DC3 have the same UAC settings. Not likely UAC.
