Cursor highlight delay adjustment

I'm looking for a very specific setting that noone cares about except for people who work with text 100% of the day, like programmers or translators (the latter being myself). Specifically, it's the duration of delay (when you press ctrl+shift+right arrow somewhere in the text) to the moment when the cursor begins highlighting text. I know for a fact there's been a setting in Windows for this SOMEWHERE, as I had adjusted it in the past at least twice, but now I did a full OS reset and can't remember where the hell it was.

EDIT: nevermind -- found it! I'll leave this here for myself when I do another OS reset in 5 years.

Steps are as following.

  • Type Control Panel in the search box, find and run Control Panel.
  • Find Keyboard and click it to modify Keyboard Properties. You can find Keyboard by searching for or changing View by. 1:Search 2:View by
  • Find Cursor blink rate in Speed Tab. As shown below. Modify it according to your needs!
