The problem you referred here seems bit unusual. I have never encountered such issue before still trying to answer.
If you are using EDGE to view PDF's, then may try some third-party tool loke adobe acrobat reader temporarily to check if the problem is there. May also use some other browser to read the pdf's, all browser now contains a pdf viewer by default.
