Settings Not Working

Hello! I Just installed Windows again because of some issues, and Settings app is not working! I tried opening throught start menu it didn't work, i even tried to run it from Run as command "ms-settings:" and "ms-settings" but it just says "period expired." Please tell me how to fix this, unless i cant do basic things!

    As a test, if you create a new account on the PC, does Settings open and work properly while signed in to the new account?

    No, that won't work i tried that someone recommended me it in some of my previous questions, and it did not work

    No, it shouldn't say initialized.

    If you like, you could try fixing this by doing a repair install of Windows 10 below without losing anything.

    Hello! Thank You for responding, but first two methods did not work, and third method i'm not sure if it is supposed to say Initialized
