Are you following the tutorial I gave you to troubleshoot Installation Failure. All other drives besides the WIndows target drive should be disconnected. The drive should be cleaned, Unallocated Space selected, click Next to auto-create and -format the necessary partitions and begin install - this makes it foolproof.
Windows 11 Installer Will Not Load Drivers from any USB
Hello All,
I am trying to install Windows 11 on an ASUS ROG Maximus XII (WIFI) motherboard with the Intel RST Chipset. Why am I still dealing with loading drivers from secondary USB drives during installation for a motherboard chipset that has been out several years?
Right now, the bootable USB installer loads, but does not detect the SATA chipset at all. So I downloaded the driver files to another USB stick that was formatted FAT32, and the installer see's the second USB stick and allows me to drill down to the folder where the drivers are located.
When I browse to the drivers folder and click OK, it recognizes the driver and shows: Intel(R) 400 Series Chipset Family SATA AHCI Controller. But when I hit NEXT it just re-scans and prompts me with: No New Devices Drivers Were Found.
This has been going on for a couple of hours now and I am out of ideas. Yes I have tried multiple USB drives from USB 2.0 and 3.0 sticks. I get the same error over and over no matter what I try.

Well it turns out it was the installation media being locked. I borrowed a Windows laptop and used the media creation tool and now my drives are detected and I can almost proceed with my installation. Now something new is happening.
Setup formats the primary partitions, and copies Windows installation files all the way to Finishing Setup and then it crashes with an error pop-up:
"Windows could not prepare the computer to boot into the next phase of installation. To install Windows, restart the installation"
This of course repeats over and over and won't proceed to the next phase. At this point I believe this motherboard is possessed by a demon and won't install anything at all. At least my buddy is having a laugh -- it's good my misery entertains people.
A list of additional things I tried:
- reset bios to factory defaults
- reset bios to optimized defaults
- tried 3 different USB sticks
- recreated the install media
- verified bios version is the latest
Any ideas how to get around this one?

UPDATE: I meticulously and manually deleted every partition and ran clean on every disk. I am shocked that this actually worked and I'm now in Phase 3 of the installation. Woot!!

2023-02-26T02:09:12+00:00 If the USB drive is still not detected then I would connect by ethernet or wifi to download the chipset and USB drivers directly. These may be required before it can see the USB drives. It's rare, but possible.

I have taken a break for a bit, but I will double-check the AHCI setting first. Your second thought really sounds like it may be the issue. I will go download everything from ASUS and load it on the USB. The installer doesn't highlight which device it is complaining about so I just assumed the SATA chipset was it. It makes sense that it could be something other than SATA.
Once I get back to it, I will reply again with an update.

Are you sure SATA controller in BIOS/UEFI setup is set to AHCI and not RAID?
Can you connect to WIfi or plug in by ethernet to directly connect to the motherboard's Support to update all drivers including BIOS, starting with BIOS, chipset, USB, network, sound, display and all others?
The problem is most likely the needed USB drivers are in the chipset or USB downloads since it's happening with more than one flash stick, which pretty much rules out corrupted flash.
