Probably some of Windows are corrupted, that's why it presents this problem.
In this case, you will need to create a Windows installation USB and do the Reset using it again.
That way, Windows files will be fixed so you can reconfigure it and resume access to it.
Step 1
Create installation media another computer.

Configure in your computer's BIOS to start via the USB installation.

- Boot with the Pen Drive;
- When the installation window appears, click Repair your computer;
- Click Troubleshooting;
- Advanced options;
- Click Restore PC > Choose between "Keep Files" or "Remove All".
