F5 and Ctrl D not working

This is a super specific problem that I feel like something is wrong. Also all the other F keys are working. And F Lock is not on. But here is everything I have tried so far:

Updated/ Reinstalled Drivers

Tried another Keyboard, same thing happened

Turned off Sticky Keys, Game Mode, Filter Keys

Set human Interface Device Services to automatic

And then restarted the computer after all of this which I need to also add when I restart the computer they work for a little while and then they stop working again, have restarted a few times that is how I know this. And this is a new Window 11 computer.

This is a big problem as I work for a Medical Billing Company and these are some of the most important keys to use in our Billing Software.

Thanks for any insight you may have on this!

    Just to clarify, did you make any changes to your machine before encountering this issue (like installing third party apps, recent updates, etc..)?     Since the issue persist even after the troubleshooting methods that you have mentioned, you may also look into the Windows recovery options(see "Restore from a system restore point" or "Reset your PC"): https://support.microsoft.com/help/12415/window...

    Note: ensure to have a backup of your files

    Another option is to perform a repair install of your Windows which fixes the broken system files on your machine. Here is a guide: https://answers.microsoft.com/en-us/windows/for...

    There should be no worries in performing it since you will select the option to keep your files during the process.
