winrm will not enable

We are not able to enable/add windows features through the gui. We get an error each time that says the issue is due to winrm now being to start successfully,

Windows for home | Windows 10 | Windows update

    Hi...

    I ran through the SFC tool and the output once it completed, stated that it did not find any violations. This is after I ran: dism /online /cleanup-image /restorehealth.

    Then I retried adding a Feature, in this IIS, and received the below error once again:
