Did the PC come from the factory with WIndows installed, or if it was reinstalled or installed by someone else do you know they correctly installed it to UEFI by booting the media as a UEFI device and clearing all partitions first? If so then there's no need to change to Legacy or CSM mode in BIOS setup as it is properly a UEFI install and something else needs repair.
I will show you how to use the built-in WinRE Repair Mode or bootable media to do all possible repairs for Windows 10, leading up to if necessary doing a Reset or gold standard Clean Install:
