I created a shortcut of launchGTAIV.exe and in that shortcut, I opened proerties and in that target beside the path I wrote -availablevidmem 32.
And it worked.
The game runs very smoothly now

GTA 4 has very low system requirements, I don't think you Intel graphics is the cause, did you get any error on that game?
That game requires DirectX 9, did you already install that?
If not, you can download DirectX 9 from the link below, then restart (not shut down) your PC.

2023-03-08T15:44:41+00:00 I have installed GTA IV but when I click on play, it endlessly shows animation of characters but dosen't start the game.
When I clicked on settings in GTA IV and then graphics, it showed 32/ 250.
So is there anyway to play GTAIV?

I am Dave, I will help you with this.
You cannot increase VRAM on Intel HD/UHD graphics, because Intel graphics do not have any VRAM they only use shared system RAM, the VRAM you are seeing on the properties box is just the driver fooling Windows into thinking there is VRAM to allow you to install apps and games.
Windows manages the amount of shared system RAM used by the Intel graphics and you should never change any setting to try to change that, let Windows manage your hardware reserved system RAM.
