As soon as I turn my PC on I get this message(I have added the snip below:)

This error is caused by Adobe Creative Cloud, a component of the Adobe software you have installed. Try repairing the Creative Cloud app or reinstalling it. If that doesn't work, use the Creative Cloud Cleaner, then reinstall the Adobe app by following the steps linked below.

I understand the issue you have, nothing to worry I am here to help, we actually need to repair and reinstall the .Net framework of the PC, and for us to do it, kindly follow the steps below:
Method 1. Install .Net framework using DISM
Open Powershell with Admin or CMD with Admin (Press Windows key + X then click Windows Powershell(Admin)
Copy, paste, and enter the command:
DISM /Online /Enable-Feature /FeatureName:NetFx3 /All
If none will work from the above solution, I suggest doing an in-place upgrade wherein it will upgrade the device to the latest version and repair all issues without deleting any files.
