Windows Temp Folder cant delete 2 things

there are these 2 text documents that i cant delete in the temp folder, they are called "FXSAOIDebugLogFile" and "FXSTIFFDebugLogFile" and when i try to remove them it says they are being used. It says the file is open in "WmiPrvSE.exe" and i dont know what that is. Please tell me why i cant delete the files and what is WmiPrvSE.exe. it will be very helpful if anyone could help.
