How do I request files in onedrive government?

I'd like to request files in my onedrive for government program but don't see an option for this. Any suggestions on a workaround or another app in the office suite that might be able to accomplish the same thing? In short, I want to request files from people such that they can be uploaded into a private folder that only I can see.
