Unable to delete an empty folder

I'm getting error message "The action can't be completed because the folder or a file in it is open in another program." The folder structure is:

    Documents/LOGS/Documents/Daily Logs

    Documents/LOGS/Documents/Musings

    Documents/LOGS/Documents/TEDHNICAL/

    Documents/LOGS/Documents/TECHNICAL DAILY LOGS

No other instance of File Explorer, except for the instance in which I'm trying to do the delete, is currently running. What other program ight have the folder open? Do I have to restart the system in Safe Mode to delete this folder?

    This situation can occur if the File Explorer has the preview pane activated. Please, can you confirm if this is the case?

    By "activated" do you mean is it showing? If so, No, it isn't showing the Preview Pane.

    I tried it with and without preview and it deleted it both ways. Must have been something else. I guess it's possible it wasn't empty. Like, I may have seen it was empty and added a file, the 10 minutes later without looking at the contents, just went ahead and asked to delete.
