Windows Installation Help - freesh install loading circles freezing but mouse still moves around

We have trying to build a brand new pc for a few weeks at this point. At this point we have replaced the m.2 drive, motherboard and cpu along with swapping out the memory and graphics card.

We can boot from the usb and do the install and on the 2nd reboot it will get stuck on the loading screen with the spinning circles and eventually (like 10 seconds in) the circles will freeze but I can still move the mouse. We have left the machine like this over night to make sure something wasn't just ungodly slow to no avail.

Trying to go into safe mode with or without the command prompt just results in a blank screen and no repair features are able to fix it. We were able to get to the windows reset and I told it to do the download version. It downloaded windows reinstalled it and froze at like 75% with the circles froze and the mouse still able to move.

Current Configuration:

AMD Ryzen 7 3800x 8-core

Asus TUF Gaming X570-PLUS (WIFI) (tried with and without latest bios updates from 10/23/2020)

16gb Corsair 2133mhz ddr4

1tb Samsung 970 EVO m.2

Corsair RM 750 PSU

    Same issue! What do you mean by turning off the UEFI settings in the BIOS and reload drive? 

    I turned off secure boot (by removing the security keys), and then tried to install again. Did not work. Are there other settings that I am missing?

    UPDATE: Crazy how difficult this is. So after disabling boot setting and changing OS type to Other OS. I entered a install loop where it was booting of the usb. So pulled that thing out and then it said it was setting up devices. It then reboot and returned to the same state as described b7y @digtalfiz. 

    Interestingly the windows icon flashes and it looks like the display resizes very quickly before it freezes.

    I had an identical issue to you - same board and CPU and the circle of dots even freezes in exactly the same position! 

    BIOS is current, we  tried SSD and Non SSD drives for the load and swapped out Memory, SATA ports and cables, Power Supplies and even tried slightly older Windows builds.  

    For us the fix was to turn off the UEFI settings in the BIOS and reload the drive.  Everything worked like a treat.  Didnt make a lot of sense but we will take it!
