Error Code 0x80070020 – 0x90018

I am trying to create a Windows 10 Installation Media usb so I can install Windows 10 on my new pc once it is assembled.  I am using a pre-owned usb flash drive that was wiped clean and reformatted as NTFS.  However, I keep getting the following error message.

We’re not sure what happened, but we’re unable to run this tool on your PC.  If you continue experiencing problems, reference the error code when contacting customer support.  Error code: 0x80070020 – 0x90018

I tried contacting Microsoft support, but the automated chat is useless and I received next to no help on the phone with the exception of acquiring my Windows 10 Product Key.

Please note that my computer was initially a Windows 8, which was updated to Windows 10 during the Get Windows 10 campaign last year.

Any help would be greatly appreciated.

    Seems like something is using MCT. Please check if the message persists in a clean boot state, which should not hopefully.
