create new folder does not work in windows 10

I'm using windows 10 Pro, with all latest update installed properly. All of a sudden, I found my right click, under "New" doesn't have "folder" option, and I searched a lot, got lots of solutions, but none is working

  1. I tried to edit registry to add "NEW" to directory HKCR\Directory\Background\shellex\ContextMenuHandlers\New with value 

{D969A300-E7FF-11d0-A93B-00A0C90F2719}

However, I actually see the "New" key with the above value is well in the directory without any problem.

  1. I tried SFC as below, and showed no error on my system.

  1. I tried to clean reboot with disabling all the non-MS features or apps, but still not working
  2. I tried to enter safe mode, and realized the "new folder" function didn't work either
  3. I switched to another standard user account in my laptop, and found right click menu and new folder function work perfectly. 

I also run DISM command, but I don't know how to interpret the log generated by DISM.  It seems there is no reported error on windows command prompt window after running DISM.

I can't believe where it goes wrong, can you please help?

Great, I am happy that worked. Honestly I don't have any idea why XAMPP cause the registry to changed but I'm glad your issue was already resolved.     When was the last time it was working properly?

    Please try this if it helps.

    Click Start then search Registry Editor

    Navigate to the following path

    HKEY_CLASSES_ROOT\Folder

    In the right-pane, double-click (default) and set its data to Folder

    Exit the Registry Editor.

    Restart your PC.

    Wow, its working now. Thanks a lot first. Can you please explain how this XAMPP mess up my right click?

    It is a platform to provide phpmyAdmin for my MySQL database.

    2. Save the .reg file to your desktop.
    3. Double click on the downloaded .reg file to merge it.
