Safe mode not helped... Problem exist

Hi, after update a lot of computers ( Lenovo M800 member of domain) with Windows 10 (2004 ) to Windows 10 20H2 we began to receive this message and restart of computers...
Error 100% happened when we trying to enter Computer Management\Local Users and Groups\Users
also error happened after usage Rufus 3.12
The process wininit.exe has initiated the restart of computer on behalf of user for the following reason: No title for this reason could be found

I understand that many of the users are receiving error message after installing Windows 10 20H2 update.
One of the things that you can do is to boot the PC in Safe Mode and see if they work fine. Refer the article Start your PC in safe mode in Windows 10
If the PC is not restarting in Safe Mode, then try booting the PC in Clean Boot and see if the PC boots fine. Refer the article How to perform a clean boot in Windows
Performing a clean boot will start the computer with minimal set of drivers and programs, to determine whether a background program is causing the issue. Some of the Startup programs will not load after performing a clean boot on the computer. However, that functionality will return when you reset the computer to start normally after finishing the troubleshooting
