WSL Installation Error

I'm trying to install WSL so I can run Linux on a fresh Win10Pro64 install (ThinkPad T470, raw Win10Pro install, drivers & Windows up-to-date,) where I get the following screen:

Anyone got any ideas?  I was indeed running PowerShell as admin (as can be seen,) and you can see what was happening.  I had WSL1 and Ubuntu 20.02 running on the previous (OEM) install, but it was getting crapped up with minutiae and going Scorched Earth was, indeed, called for in this case.

DISM Log available upon request - I'm not going to just drop it in unasked, it's fairly long.  If you need it, just ask, and I'll post it.

I'd like to get WSL2 working this time - it wouldn't go before.  In administrative terms, this is a pretty comprehensive Windows install, I took many of the standard options, with alterations in minor settings.

(I was just guessing when I put this here - it almost fits in Microsoft Store as well, but I think it fits here just a bit better...)

    I am Sumit, an Independent Advisor and a 3 year Windows Insider MVP here to help.

    You appear to be running the initial release of Windows 10, called 1507. WSL is supported in 1607 and higher. With 2004, you get WSL2.

    Try updating to version 2004 using the Media Creation tool and if it fails let us know.

    The fastest way to get the upgrade is through the Media creation tool or ISO file.

    Please download Media Creation Tool from the link below and select Upgrade this PC at the first screen.

    I hate to do this, but it's been a while, so "bump."

    I'd like to get *nix working, and I'm getting a different error (the one pictured) in trying to make it happen.  I didn't want to start a new thread (since it's related to the previous problem, I'm sure,) but it's gotten awful quiet out there...
