msvcr100.dl missing

I have a dell XPS 9300. i used to be able to download programs properly. however i got a virus and had to restore my laptop. now when i try to download application it says that MSVCR100.dl is missing. i have tried to install the driver and put it in the system 32 folder. i have a 64bit laptop. i have downloaded both the 82 bit and 64 bit dl files. i have tried to put them in both the system 32 folder. as well as the syswow folder. i have tried to install the microsoft c++ for years, 2010, 2015, 2017 . still nothing. i have done a factory reset. nothing seems to work. 

im really strugling to fix this problem. please can anyone advise me on how to fix it

    I do not understand why that error is still showing, those installer will install that dll correctly in your Windows 10, that error should no longer occur . . .

    What software are you installing when that error appears?

    its during the installation process where it says the MSVCR100.dll file is missing. the message is still showing.

    Try re-installing one of those applications that rely on MSVCR100.dll to see if that application now recognizes that the C++ Redistributable is now installed . ..

    I am Dave, an Independent Advisor, I will help you with this . . .

    MSVCR100.dll is part of the Visual C++ 2010 Runtime, you must install both the x86 and 64bit version of that runtime, then you must restart (not shut down your PC

    But before you do that delete both versions of the MSVCR100.dll you have manually installed

    32Bit: Microsoft Visual C++ 2010 SP1 Redistributable Package (x86)
