Windows 10 downloads and Java

Back in July I did a hard reset of my laptop. Ever since then Windows won't let me install anything without moving it manually to C: folder. I've tried changing the directory in regedit and such but nothing helps. 

I tried installing Java and it won't even open the installer. I've tried running it in compatibility mode and used Microsoft's troubleshooter and compatibility program but nothing works. I can't play Minecraft anymore.

What should I do?

    Please repair system files by

    DISM.exe /Online /Cleanup-Image /RestoreHealth

    command from Windows PowerShell (administrator) environment and see for results..

    Unfortunately it didn't help with the Java problem, not sure about the other one yet. I'll keep you posted.

    Sorry for the late reply. The problem has been solved completely. The issues was in a faulty Windows user account.

    The solution was to make a seperate administrator account.

    My original user account was an administrator account but it was just faulty. 

    To answer your question, I was trying to install Java 8 so I could run Minecraft and other Java applications. The problem also occured when installing other applications and programs. 

    The account had admin permissions but for some reason it wasn't allowed to make certain file paths in C drive.
