I have the same issue and found a way to solve it, at least for the moment.
Following advice helped me and a few others and might also work for you. Please try this out only, when you have already some experience in applying changes in the Windows 10 registry.
Open regedit and go to the key:
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\Multimedia\SystemProfile
On the right side of the registry editor you will find the entries for NetworkThrottlingIndex and SystemResponsiveness. Before you apply any changes, please note your current entries at the relevant network parameters!
Modify them to the values as stated below:
Registry Value DWORD-Wert (32 bit)
Hexadecimal
NetworkThrottlingIndex ffffffff
SystemResponsiveness a
Re-boot Win10 and check whether the problem is solved.
If it didn't work, use again the registry editor and put in the original values you noted beforehand.
