If the issue continues even after running the SCF, we recommend creating a new user account (steps can be found here: https://support.microsoft.com/en-us/help/402692...) and name it as Test. From there, try launching PowerShell (make sure to launch it as an administrator) and see if the issue will occur. We may need to reinstall your Windows if all the troubleshooting steps will not resolve this issue.
