Integration Runtime Registration Error: Failed to Connect to eu.frontend.clouddatahub.net (Windows 2012 R2 Only?)

About a week ago, all of our Windows 2012 R2 servers' integration runtimes stopped connecting. Attempts to uninstall and reinstall with a newer (and older) version all fail to connect at registration. Spinning up a base install of 2012 R2 (with the latest Windows updates) and installing integration runtime allows registration, so it's something that must have changed with my 2012 R2 Servers. Firewalls are disabled, all Windows updates are applied, nothing weird with DNS, proxies, or network adapters going on. It looks like the outbound call is being rejected. Any ideas or suggestions of things to try or check are appreciated.
