2020-08-01T02:06:18.31+00:00 From my verification results, as long as it is Windows 10 (verified 1909&1903) Pro S mode, then the OOBE interface will only be able to connect to the network and then log in using Microsoft account. There is no way to create a local account by skipping the network option

2020-08-04T16:14:52.98+00:00 Rather than using oobe.xml, if you ran sysprep with an unattended file, the unattended file can have the setting to hide the wireless setup screen. Here is what it looks like in System Image Manager:

KM 1 Reputation point2022-05-08T23:33:45.203+00:00 I can see this is an old thread but this is an issue I recently encountered and have managed to resolve, so thought I'd post my solution in case anyone else comes looking. If you connect to a wifi network but then click Properties after connecting then you can set it as a metered connection before continuing. This seems to trigger an offline install, allowing a local account to be set up rather than a Microsoft one. Disclaimer though, I haven't checked how much data is still used.
