When Windows is restored,There is no option to skip the network connection interface during OOBE,You must connect to the Internet and log in with your Microsoft account

    Do you have a local account on the system?
    When you say restore and have OOBE running, did you use an oobe XML file?

    I can see this is an old thread but this is an issue I recently encountered and have managed to resolve, so thought I'd post my solution in case anyone else comes looking. If you connect to a wifi network but then click Properties after connecting then you can set it as a metered connection before continuing. This seems to trigger an offline install, allowing a local account to be set up rather than a Microsoft one. Disclaimer though, I haven't checked how much data is still used.
